Can I rent my whole house out as a "full time" vacation rental?

Not at this time.  The City Council adopted a Moratorium on new, full-time non-hosted rentals (defined as renting more than 30 days per calendar year).  The Moratorium is in effect until August 2020, or until the Planning Commission and City Council determine the limited circumstances when a full-time non-hosted vacation rental would be acceptable (likely extremely limited circumstances where the rental maintains a permanent resident, or a cap on the number of rentals).  In the interim, no new full-time whole house/non-hosted vacation rentals are allowed. This applies to all rentals that are not currently registered with the City.  The City’s goal is to maintain and protect the existing housing stock for long term residents, and there are no restrictions on renting your home for 30 days or greater.
